KCC's By-Laws

Article I: Name and Nature

The organization shall be known as the Kabul Cultural Council.
 

The Council is a non-profit, non-political, and non-religious organization incorporated under the laws of Canada.
 

No part of the Council’s income shall be payable to or otherwise available for the personal benefit of any member or director. All resources shall be used solely to further the objectives of the Council.

Article II: Objectives (Charitable Purposes)

The purposes of the Council are:
 

  1. To promote education through courses, workshops, seminars, and academic and cultural programs.
     

  2. To preserve and promote the cultural and artistic heritage of Kabul and Afghanistan for both immigrant communities and the broader Canadian society.
     

  3. To empower women and families by engaging them in cultural and educational activities.
     

  4. To provide opportunities for healthy sports and recreational activities for youth and community members.
     

  5. To foster social cohesion and community integration among immigrants through cultural, social, and artistic events.

Article III: Membership

Membership is open to all individuals who support the objectives of the Council.

 

Members are required to pay annual membership fees as determined by the Board of Directors.

 

Members are entitled to vote and to participate in the activities and programs of the Council.

 

Membership may be suspended or revoked by decision of the Board of Directors in case of violation of the bylaws or the principles of the Council.

Article IV: Board of Directors

The Council shall be governed by a Board of Directors consisting of not fewer than 3 and not

more than 11 members.

Directors shall be elected by the general membership at the Annual General Meeting.

Each director shall serve a term of two (2) years and may be re-elected.

The Board of Directors shall be responsible for the overall governance, financial oversight, and strategic direction of the Council, and for representing the Council before government

authorities and the public.

No director shall receive any remuneration for their services, except reimbursement of

reasonable expenses.

Article V: Meetings

The Annual General Meeting of the Council shall be held once every year.

Special meetings may be called by the Board of Directors or upon the written request of one-third

of the members.

Decisions shall be made by majority vote of the members present.

Article VI: Financial Matters

The Council’s financial resources shall come from membership fees, voluntary contributions,

donations, and cultural sponsorships.

 

The Council may conduct fundraising activities in compliance with the laws of Canada and the

requirements of the Canada Revenue Agency (CRA).

 

All financial records shall be transparent and an annual financial report shall be presented to the

members.

 

In the event that the Council obtains charitable registration, it shall comply with all CRA

regulations regarding charities.

Article VII: Committees and Sections

Media and Publications Section: Responsible for communication, reporting, and public

relations.

Women and Family Section: Responsible for promoting the role of women and families in the

Council’s programs.

 

Sports Section: Responsible for organizing healthy sports and recreational activities.

 

Education Section: Responsible for courses, workshops, and academic programs.

 

The Board of Directors may establish or dissolve additional committees as required.

Article VIII: Dissolution

The Council may be dissolved only if it becomes impossible to continue its activities or if its

objectives can no longer be achieved.

 

Dissolution shall require a two-thirds majority vote of the members present at a special

meeting.

 

Upon dissolution, any remaining assets of the Council shall be transferred to another registered

non-profit or charitable organization in Canada with similar cultural or educational objectives.

Article IX: Adoption of Bylaws

These bylaws were adopted on October 1, 2025, in Ajax, Ontario, Canada, by the founding members of the Kabul Cultural Council.
